Points to Suzuri - it IS a manatee! It was part of a marine animals cookie cutter set I picked up at TJMaxx a while back. I also have a Noah's ark set, but it's not quite so unusual.
But I have to say, Nectarine, that I bet if you frosted it right, you could definitely get it to look like a beaver.
